1、领导决策，统一思想  要按照ISO10012:2003标准建立测量管理体系，开展体系认证或实施标准的转换，首先企业的领导要统一思想，作出决策，关键是要明确贯标的目的及其必要性和可行性，尤其是最高管理者必须知道通过测量管理体系可以促进企业强化技术基础，提高产品质量，增强市场竞争能力，使企业得到更快更好的发展。                                                        

2、培训审核员  内审员是企业进行贯标工作的骨干力量。尤其是以八项质量管理原则作为指导思想，采用以过程模式建立新的管理体系结构，要建立管理体系则必须建立贯标的骨干队伍。但要注意培训的质量和效果，通过培训要真正掌握ISO10012标准的深刻内涵及其对体系的要求和审核的技巧和方法，取得内审员资格证书，为建立测量管理体系或标准转换做好准备。  

3、建立健全贯标或标准转换的工作班子  2003版标准中强调"领导作用"，所以要开展贯标工作或对已通过认证/注册的企业实施标准转换，首先要成立相应的领导和工作班子。以最高管理者为组长，由计量主管部门任副组长的贯标或标准转换领导小组，必要时可建立贯标或标准转换工作小组，具体负责体系建立的组织实施工作。成立体系文件编写小组或修改小组，可由计量主管部门负责，采取谁干什么谁写什么，可由计量主管部门进行完善并统一，把编写体系文件作为深化理解学习标准的过程，作为改进本部门工作的过程，有利于贯彻实施和改进。                                                                     

4、制定贯标或标准实施转换的计划  应结合本企业的情况制定具体的实施计划，对已取证的企业应和确认机构研究换证的时间表，与复查相结合，进行审核和换证。实施计划的内容可以分为六个方面，即：  

(1)培训;  

(2)进行测量管理体系的策划;  

(3)编制或编写修改完善体系文件;  

(4)试运行;  

(5)开展审核和管理评审;  

(6)申请确认进行审核或复查换证。  计划应提出进度安排，由责任部门进行分工，任务落实到部门或人员，经最高管理者批准，由计量主管部门负责组织实施。  通常作为一个初次开展贯标工作的企业，一般要求管理体系文件批准后应有3～4个月的体系试运行期，要具有体系运行充分的客观证据，加上标准的学习、文件的编制培训和实施，全体员工思想观念的转变，通常大约需5个月时间。这是正常的。  对已通过标准认证的企业，因为已经有一定的实践经验，文件有一定基础，很容易产生由计量管理部门抓一下，把文件改一改就行了的认识。实际上ISO10012标准的转换，并不是一件简单的事，因为它要解决提高认识改变观念的问题，要改变体系的结构，要采用新的管理方法，是标准的"彻底修改";，必须要加强领导，全员参与、实施转换。
